Association Meeting - 'Leadership in Local Government'
It is the pleasure of the IRRV East Midlands Association to invite all members to its next meeting, to be held at the offices of Gedling Borough Council on the 28th November 2008 at 2.00 pm.
Our guest speaker for the afternoon will be Sean Langley who will be delivering a unique presentation on leadership. Sean spent more than 19 years employed with Gosport BC; Test Valley BC and Basingstoke & Deane BC, before working as a freelance Revenues & Benefits Consultant since 1999. He is a fully qualified Corporate Member of the IRRV since 1985 and a Past-Chairman of the Wessex Association, serving as an Executive since 1992. Sean became a published author when 'The Phat Controller (A Leadership Handbook)' was published this summer. 'The Phat Controller' is not a complex study of leadership theories, it is a practical guide based on common-sense. It is designed to help provide both management students, and current managers, with real answers to their problems; to make them stop and think; and to point them in the right direction to becoming a 21st Century leader. The techniques discussed will help generate the confidence required to utterly transform a business. 'The Phat Controller' is relevant to a Chief Executive, just as much as to a Team Leader or Supervisor; providing them all with the opportunity to contribute to their organisation's success. October 2009 Meeting
Benefits Issues
The next meeting of the IRRV East Midlands Association will be held on Tuesday 20th October 2009 at the offices of Newark and Sherwood District Council, Kelham Hall, Newark, Notts NG23 5QX.
We are fortunate to have Tim Savill who works for the Audit Commission and will be talking about what the Audit Commission has learnt from the Benefit Inspection process and how the inspection process has evolved.
We also have Caroline Jackson who is Head of Revenues and Benefits at Leicester City Council. She will be talking about the results of Leicester City Council’s Audit Commission inspection and, what has happened since the inspection and how the Council is implementing the Commission’s recommendations.
This meeting should be of interest to any students, benefits staff, advisors and fraud officers. This meeting is open to members and non-members alike at no cost. If you have any colleagues who might find the subject of interest, please bring them along.
The event will start at 2:00pm at the offices of Newark and Sherwood District Council in Kelham. Tea and coffee will be available from 1:30pm.

East Midlands Association Dinner Dance 2009
The 7th Annual Dinner Dance of the East Midlands Association will be held on Saturday 21st November 2009.
The venue will again be the East Midlands Airport Hilton Hotel at Junction 24 of the M1 near the junction of the A50.
This is a very popular event and last year we had 150 guests in attendance. Following feedback we received from guests about last year's entertainment, we have decided to have a disco rather than a live band this year.
The evening will start with a champagne reception at 7.15pm and dinner will be served at 8.00pm (see menu below). If you are a member of the East Midlands Association Executive Committee or you are an invited guest please be available at 6.45pm for the official photographs.
The disco will play until 2am and there will be a late bar. This is also a charity event whereby the proceeds of the raffle and 10% of the bar takings will go to charity. This year's East Midlands Association President, Alan Lemmon, has chosen LOROS as his charity for the year. LOROS is the Leicestershire and Rutland Organisation for the Relief of Suffering, which runs a Hospice that serves the Leicestershire and Rutland areas. LOROS currently has a project to increase the number of single rooms that the charity has. Alan's reason for choosing to support this charity is that he has had friends and colleagues who have used the services of LOROS in their final days. The cost of attending is £25.00 per person which includes a champagne reception and a three course meal including wine. This price is reduced to £20.00 per person for IRRV East Midlands Association Members and their guests.
We have reserved 50 rooms at the hotel which are available on a first come first served basis. To reserve a room please telephone the hotel direct on 01509 674000 and ask for corporate/private parties reservations and mention the IRRV East Midlands Association Dinner Dance.
Please let Andrew Solley, Honorary Association Secretary, as soon as possible whether you will be attending this event, and the number of attendees in your group (he will ask for the names of those attending later) and you will be sent an invoice for the total amount payable.

Benefits Training Day
The East Midlands Association will be holding a Benefits Training Day at Gedling Borough Council on 23rd February 2011. The sessions will be topical and will give you an opportunity to get the latest information on up and coming changes to the Benefits system. The event should appeal to staff at all levels from Benefits Assessor to Head of Service.

Following the success of the last 5 years events, this year’s Dinner dance will again be held at the Hilton Hotel – East Midlands Airport (Junction 24 M1) on Friday 21st November. November 2009 Meeting
Shared Services
The next meeting of the IRRV East Midlands Association will be held on Tuesday 17th November 2009 at the offices of North Kesteven District Council.
Our speakers will be Ian Ferguson who works for Durham County Council and Simon Horsington who works for Simon Horsington Associates as a Revenues Consultant. The talks will both be around shared services but from two different viewpoints.
Ian will be talking about the compulsory shared service that took place in County Durham involving the merger of eight district councils into one, while Simon will be talking about a voluntary shared service and his experiences with a consortium of London Boroughs who are sharing the delivery of NNDR services.
This meeting will be of interest to any students, revenues staff, advisors and managers and is open to members and non-members alike at no cost. If you have any colleagues who might find the subject of interest, please bring them along.

East Midlands Association Training Day - 15 September 2008 - A GREAT SUCCESS!
The East Midlands Association recently delivered, in partnership with the Valuation Tribunal Service, a training day for practitioners on the subject of how to deliver first class advocacy for authorities in the Valuation Tribunal.
The day was a great success with delegates saying how educational and fun they found the whole experience, one delegate said:
'On September 15th 2008, my colleague and I attended a Valuation Tribunal Service training day in Nottingham which was organised by the IRRV East Midlands Association.
The day was made up of four mock tribunals, each one with a panel of three members who had given their time voluntarily. Each tribunal was presided over by a real tribunal clerk and the cases were presented by local authority officers with experience of representing the council in similar circumstances, to add a bit of reality in each case the appellant was a tribunal clerk.
Each case was based on a ‘real’ one and on each occasion the bench retired to deliberate before making judgement.
Overall the whole day was really informative and enjoyable and I would highly recommend it to anyone who needs to represent their council at a Valuation Tribunal.'

East Midlands Christmas Luncheon 2009
The Christmas Luncheon of the East Midlands Association of the IRRV will be held on Thursday 10th December 2009 at the Whipper-In Hotel, The Market Place, Oakham, Rutland, LE15 6DT. For those who have been before you will know that the luncheon at the Whipper-In is excellent and the hotel is an ideal venue for our informal style of Christmas event.
If you wish to attend please make your menu selection (click here for menu) and email it to the Association Secretary at andrew.solley@gedling.gov.uk no later than Wednesday 2nd December 2009. Places are limited and will be allocated on a ‘first come, first served’ basis, therefore an early response is recommended.

East Midlands Association Dinner Dance 2010
The IRRV East Midlands Association Annual Dinner Dance will be held this year on Saturday 27th November 2010.
The venue this year will be the Breadsall Priory Country Club and Hotel in Derby. For more information about the hotel, click here.
This is a very popular event and places are being taken up quickly. If you wish to attend, I recommend that you book now in order to avoid disappointment.
The disco will play until 2am and there will be a late bar. This is also a charity event whereby the proceeds of the raffle will go to the Association President’s charity. This year's East Midlands Association President, Mike Carr, has chosen the Alzheimer’s Society as his charity for the year.
There are around 700,000 people with dementia in the UK today. Dementia affects millions of families. One in three older people will end their life with some form of dementia and with an ageing population this problem is not going away. Mike has had firsthand experience of how this illness can affect families and how devastating it can be, which is why he has chosen this charity for his Presidential year. Forthcoming Meetings - 2007 AGM to be held on 5 April 2007
The AGM of the East Midlands Association is to be held on the 5 April 2007 at the Guildhall, City of Lincoln and include presentations as follows from 3 renowned speakers who should need no introductions:-
Allan Traynor, the current National President of the Institute, on the Local Taxation Committee of Enquiry
David Magor , the Director of the Institute, giving an IRRV Update; and
Gary Watson, Chair of the Institute’s Local Taxation and Revenues Faculty Board and also the Performance Awards coordinator, on the 2007 IRRV Performance Awards.

October 2010 Meeting
The next meeting of the Association will be held at the offices of Rushcliffe Borough Council on Monday 11th October 2010.
Our speakers will be John Farrell who is the Head of Corporate Finance and Information Services at Sefton Metropolitan Borough Council and Sharon Hammond who is Busness Manager, Revenues and Benefits for Compass Point Business Services which is the trading name for the East Lindsey and South Holland partnership.
As partnership working is being looked at by more and more councils due to budget restrictions, these presentations will focus on showing two different examples of choosing a partner. One with a private company and the other with a Local Authority.

September 2010 Meeting
The September 2010 meeting of the IRRV East Midlands Association was held on Thursday 16th September 2010 at the offices of Melton Borough Council.
David Slater stood in at the last minute for Tony Masella (Chief Executive of the Valuation Tribunal). In front of a mixed audience of billing authority practitioners and private sector agents (who now have to be addressed as 'representatives' not 'agents' at Tribunal), his talk covered the recent changes at the Valuation Tribunal and the effect those changes have had on Local Authorities, the Valuation Office Agency, council tax payers, rate payers and their representatives. He also discussed some recent Valuation Tribunal cases.

East Midlands Association AGM 2011
The Annual General Meeting of the IRRV East Midlands Association will be held on 5th April 2011 at the offices of Derbyshire Dales District Council in Matlock at 2.00 pm.
At the AGM, the Executive Committee of the Association will be voted in. The Association is a diverse organisation and it is important that the appointments to the Executive Committee reflect this both in terms of experience and areas of speciality. All members should have received a document entitled “Current Executive Nominations and Vacancies” containing a list of the current nominations and current vacancies on the Executive Committee.
At the meeting, there will be a proposal to slightly alter the Association’s rules. The proposed changes are mainly for correction and clarification and do not materially alter the effect of the existing rules.
In addition to the formal business of the day, we are delighted to welcome David Magor OBE, Chief Executive of the IRRV who will be providing a general update on matters currently affecting the Institute and what the Institute is focusing on in 2011.
A buffet lunch will be hosted by Derbyshire Dales District Council from 1.00 pm and the formal programme of the AGM will begin at 2.00 pm.

Notice of next IRRV East Midlands Association meeting at Rutland Sports Centre Ilkeston - 22nd August 2018
The next meeting of the IRRV East Midlands Association will be held on Wednesday 22nd August 2018 at 2.00pm at the Rutland Sports Park in Ilkeston.
Our guest speaker will be Robert Kay, who is the Welfare Reform Officer for the City of Lincoln Council and North Kesteven (Revenues & Benefits shared service).
Rob joined the City of Lincoln in 2003. He previously worked in the Council’s Benefits Change Team, creating digital access routes and preparing the benefits team and customers for changing to digital access. Rob has also undertaken the role of Benefits Officer, and has vast knowledge of Housing Benefit and Council Tax legislation.
In 2015 Rob started as Welfare Reform and Project Lead managing a Universal Credit Support Team. Rob is an expert on Universal Credit legislation and has successfully lead the preparation and the launch of full service rollout for the City of Lincoln for the Universal Credit Support team and the Benefits, Housing and Customer Service Teams.
This training event will focus on the following:
- An overview of the Welfare Reform preparation undertaken by the Shared Service, from 2013 to February 2018
- An overview of the preparation for Universal Credit Full Service – ranging from the various preparation for benefits teams, Housing Teams and Customer Services
- Understanding the importance of your relationship with the DWP;
- The role of the Shared Service Universal Credit Support Team – work undertaken, support offered to customers
- Outcomes of the above and what can be achieved – performance measures, local statistics

The next meeting of the IRRV East Midlands Association which will be held on Tuesday 22nd January 2019 at 10:30am at the offices of North Kesteven District Council in Sleaford.
Our guest speaker will be Caroline Wright who is an accountant specialising in collection fund accounting and business rates retention forecasting for Milton Keynes Council. Caroline has a unique perspective as she assists in the strategic financial strategy and modelling of business rates, undertakes the detailed accounting for business rates and is also involved in the business rates operation at Milton Keynes Council.
As well as working on the Milton Keynes Council collection fund, Caroline has consulted at several districts in both collection fund accounting and financial and general business rates strategies to maximise the gain and minimise the loss to Councils.
Due to the regular changes around business rates and the requirements of the DCLG in relation to the returns, this is a must for business rates managers and collection fund accountants.

The next meeting of the IRRV East Midlands Association which will be held on Tuesday 17th July 2018 at 10.30am at the Town Hall in Leicester.
Our guest speaker will be James McKillop, who is the Business Development Executive for Rossendales Ltd.
Prior to joining Rossendales in 2012, James acquired over 20 years’ experience working in local government revenues, specialising in council tax and non-domestic rating registration, billing and recovery matters, attending and representing the councils he worked for at liability order hearings, committal hearings and valuation tribunals.
In his current role at Rossendales, he is Account Manager for a host of local authority clients around the country, predominately dealing with performance matters, focusing on the collection of council tax, non-domestic rates, parking charge notices and sundry income and other debt recovery contracts.
This training event will focus on the following:
- An overview of the recovery process from reminder stage through to the granting of the liability order, including the rules and presentation of evidence.
- The conduct of the liability order hearing and the various types of decisions that Magistrates can pass, making reference to relevant case law.
- The appeals procedure and the re-opening of the liability order.
- The powers of the liability order and its effectiveness in increasing collections.

Caroline is a qualified accountant that has specialised in collection fund accounting and business rates retention forecasting for the last 5 years. She works closely with the VOA, IRRV, DCLG, and the LGA in sharing best practise and raising local authority issues in relation to business rates.

CTR Schemes - Review of schemes and emerging new themes and legislation
Gary works for Civica in a newly created role of Universal Credit Implementation Manager which involves a multitude of activity from preparing managed service sites for the transfer to full service to providing external consultancy and training. Gary has worked in local government for some 27 years starting out as a filing clerk back in the days of the poll tax through to his last job as Revenues, Welfare and Customer Services Manager at Harrogate Borough Council.
Simon Bailey
Then, now and the future of digital Revenues and Benefits services
Simon is a qualified freelance IRRV professional who has undertaken many roles in Local Taxation, Benefits and ancillary services. He has considerable experience in managing and supervising Revenues and Benefits services whilst in local government and as a freelance practitioner. Simon undertakes interim management roles with authorities, assisting them with shared services, outsourcing, performance improvement and successfully implementing IT systems. Simon has a keen interest in utilising new technology within Revenues and Benefits. He often delivers papers and is a regular contributor to the IRRV Insight and Benefit Magazines on technology issues.

IRRV East Midland Christmas Lunch - Whipper In Oakham 7th December 2017
The Christmas Luncheon of the IRRV East Midlands Association is being held on Thursday 7th December 2017 at our usual venue, the Whipper-In Hotel in Oakham. For those of you who have been before, you will know that the Whipper-In Hotel is excellent and an ideal venue for our informal style of Christmas event.
Please find attached a menu. We would be grateful if you could make your menu selection and e-mail Andrew Solley no later than Friday 1st December 2017. Due to its popularity places are limited and will be allocated on a ‘first come, first served’ basis. We would therefore welcome early responses.
The cost of the lunch is £17.50 per person and you can pay Alan Lemmon (Treasurer) on the day.

The next meeting of the IRRV East Midlands Association will be held on Friday 30th June 2017 at 2.00pm at the offices of Peterborough City Council.
Our guest speaker will be Roger Messenger who is a partner at Wilks Head and Eve LLP. Roger will be giving a paper on check challenge, appeal. Early experiences of operating within the new legislation.
Check, Challenge, Appeal is one of the largest changes to rating appeals in many years and appeals generally are of increasing importance to local authorities. Roger is a leading valuation specialist who will give a frank summary of his experiences, and those of his industry, on the new system in a paper that should be interesting to property valuers and business rates practitioners alike. A former IRRV National President, Roger has over 30 years’ experience in rating and valuation.

IRRV East Midlands Association Dinner Dance - Saturday 23rd November 2019
Details below of our 17th Annual Dinner Dance to be held on Saturday 23rd November 2019.
The venue this year will again be the Casa Hotel in Chesterfield which has proved very popular with our guests over the past few years.
This is a popular event and last year we had over 100 guests in attendance.
This is also a charity event whereby the proceeds of the raffle will go to the Association President’s charity. This year's East Midlands Association President, Claire Moses, has chosen the charity Cancer Research UK as her charity for the year.
The cost of attending the dinner dance is £45.00 per person which includes a champagne reception and a three course meal including wine. This price is reduced to £40.00 per person for IRRV East Midlands Association members (each member may also bring one guest at the reduced rate).
We have reserved rooms at the hotel which are available on a first come first served basis. To reserve a room please call the hotel direct and quote the unique code “EAST221119”.

Roger’s presentation will cover two subjects; Check Challenge Appeal – The Story so Far and 2021 Revaluation – Likely Impacts Regionally and Nationally.
Understanding what is happening on CCA and the impacts of the 2021 revaluation are as important to valuers as to Local Authorities from a rates retention point of view. Roger will try to tailor his presentation to the East Midlands region a little and now that the AVD has passed, it is possible to start making some predictions.
