I am very pleased to be able to notify you of another ‘free seminar’, which will be held on Friday 11th May 2007.

Our speaker is Chris Read, from Kirklees Metropolitan Council, The winning team in the IRRV performance awards ‘Excellence in Customer Care’ category.  No doubt with this award under their belt Chris can give us details of what his team have achieved and undertaken to bring their customer service up to such a commendable level. 

Kirklees are also leading the way in offering a pension reduction scheme for council tax payers and Chris will give us an update on how this project is working and the pros and cons of offering and administering such a scheme. 

This is an opportunity to hear from someone who has dealt with customer care in a winning way and also is heading a team willing to be trail blazers within the provision of the council tax service. Chris will share his experiences with us and give us tips on how we can all improve our customers’ experience when they contact us.  It is also a chance to understand some of the pointers that we need to consider if we are intending to offer different schemes for pensioners.  By its very nature, the customer services aspect of this presentation will also be relevant and inclusive of services other than Revenues and Benefits.

The venue is the Council Chamber at South Norfolk District Council based in Long Stratton and the seminar will start at 9.30am.

We will also be providing a free breakfast in the canteen at South Norfolk Council and this will be available from 8.30am. The AGM will take place on Friday 3rd July 2015 at 10.30 for 11.00 am to be held at Boys Smith Room, St John’s College, Cambridge CB2 1TP. Guest speakers will be David Magor, OBR IRRV, Chief Executive and Kevin Stewart, IRRV President.

The meeting will start at 11.00am with tea and coffee available beforehand and will be followed by a fascinating optional tour of the college. 

The meeting will be FREE to IRRV members with a £20 charge for non members.

Gary Watson is the Deputy Chief Executive of the IRRV and will be known to many of you.  Gary will be speaking on 'the Discretionary Powers a Billing Authority has to Award Relief'

Cain Ormondroyd has advised many local authority clients on rating matters and has spoken at the IRRV conference. Cain’s CV is available here.  Cain will be speaking on 'Business Rates Avoidance'.

Cain accepts instructions in all areas of Chambers' expertise (and more broadly in public law). He is listed by Planning Magazine as a ‘top rated' barrister under the age of 35. He is a member of the Attorney General's Panel of Counsel, and often appears in the High Court on behalf of the Secretary of State for Communities and Local Government and the Secretary of State for the Home Department. He is frequently instructed by HMRC. He has a record of successfully appearing against much more senior and experienced opponents. He works with Friends of the Earth, the Environmental Law Foundation and other public interest groups and is prepared to consider acting on a reduced fee or pro bono basis in appropriate cases.

Recent Highlights

Representing the Valuation Office Agency in a series of hearings relating to the valuation for the purpose of non-domestic rating of complex and unusual properties (a cross country pipeline, a telecommunications network, an oil refinery) against leading QCs; Resisting a development of 150 houses on the outskirts of Stow on the Wold for Cotswold District Council, against Anthony Crean QC; Successfully resisting a challenge to a Secretary of State’s decision letter brought by Saira Sheikh QC (Westminster v SSCLG [2014] EWHC 1248  (Admin)).

Behaviour Change and Nudge Theory Seminar -  13 September 2016

The IRRV East Anglian Association are running a Behaviour Change seminar on 13 September 2016 at 10:30am at Breckland District Council's offices in Thetford.

Our guest speaker is Andrew Stevens.  Andrew is Assistant Director at EK Services – a local government shared service in East Kent.  He is responsible for Benefits, Council Tax, Business Rates, Customer Services, Corporate Debt collection and digital transformation.  He has also worked in a number of other local councils (including King’s Lynn) as well as a period in the private sector for a large ICT company.

Andrew has been using Behavioural Insight techniques to transform his services since 2013 and is well known as an expert in this area.  EK Services are working with DWP to reduce fraud and error in the benefits system and are also pioneering the use of “Eye Tracking” technology in local government.  

Don’t miss out on this opportunity to find out more about this fascinating topic which has many practical uses back in the office.  The meeting is expected to last about an hour and a half and open to members and non-members at no cost.   If you have any colleagues who may be interested please bring them along as well.

The meeting will be held on 30 June 2017 at The Green Britain Centre, Turbine Way, Swaffham PE37 7HT; home of the only windmill in the world open for the public to climb.

Next IRRV East Anglian Association Seminar Announced for 6 December 2019 - An Update on Business Rates

The IRRV East Anglian Association will hold its next seminar on 6 December 2019 in Thetford.  The topic is 'An Update on Business Rates'.

Our speakers for this seminar are Roger Messenger, Senior Partner at Wilks Head & Eve and Alistair Townsend, Director of Public Services for Wilks Head & Eve. Both Roger and Alistair are also active members of the IRRV Council, with Alistair due to be National President next year.

Alistair will give an update on business rates, including important things to think about when completing the NNDR1. Alistair will also explain the services Wilks Head & Eve offer and how they can help with business rates.  Roger’s talk will cover Check, Challenge, Appeal – The Story So Far, and Revaluation 2021, looking at the likely impacts both regionally and nationally.

The East Anglian Association AGM is being held at Great Yarmouth Racecourse on Thursday 1 July 2010.

The AGM will commence at 11.00am in the Horatio Suite at Great Yarmouth racecourse. For those members and guests that wish to stay for lunch and an afternoon of racing, tickets for the day will be just £10 for members and £25 for non-members.

We are very fortunate again this year to have received the continued sponsorship of Rossendales bailiffs and Experian.

This fee is fantastic value as it includes access to the races in a hospitality area and a ‘gold package’ buffet lunch will be available to attendees. Tickets for the races and the hospitality are limited, therefore, they will be reserved on a first-come-first-served basis.

Also, if you are an IRRV student who completed an entire examination course (e.g. technician, or level’s 1, 2 or 3) in either June 2009 or December 2009 you will be able to attend free of charge.

Benefits Training Day 24.2.2009

This event will appeal to staff at all levels, from Benefits Assessor to Benefits Managers. The day will cover a range of topical issues. It is an ideal opportunity for those wishing to develop their Benefits knowledge and will be of particular interest to those studying with the IRRV or those wanting to keep their knowledge up to date.

The seminar will be held at the Paddocks Conference Centre at Nottingham Race Course. The centre is easily accessible by both road and rail. Complimentary car parking is available on site. The event will be hosted by experts from across the Country, including Julie Holden, National President of the IRRV. The City of Lincoln’s Revenues Team has made tremendous improvements over the past few years both in terms of better collection performance and in providing a quality customer service. Other notable achievements are the development of a fair collection and debt recovery policy and successful arrangements to collect one of the first Business Improvement District (BID) levies in the country.

James will give us details of what his team have achieved and undertaken to bring their service up to such a commendable level. A Generic Approach to Fraud - Free Seminar 23 June 2008

Our speaker will be Diane Baker. Diane has worked with the Inland Revenue and the Former Benefits Agency before she began working for Peterborough City Council and now she heads up the Corporate Investigations.

Her role covers all areas including disciplinary investigations, stage 111 complaints, Member Misconduct, Local investigations and information management. As a member of the senior management team within legal service Diane is involved in all aspect of Governance and Ethical Standards. Diane has a Masters Degree in Fraud Management and Economic Crime.

With her depth of Knowledge on Fraud across such wide ranging council functions I have no doubt this will not be one to miss for fraud officers and managers.  Diane will be discussing the investigation side of fraud, including why her authority decided to create a specialist function and what helps to make her team so successful.  Diane will be giving hints and tips together with recent case studies, and will be available to take questions.

In this year of outstanding British winners at the Olympics the Association is celebrating Local Government success and excellence by hosting an event with two of last years IRRV performance awards winners.

The two authorities presenting are:

Shepway District Council, winners of the ‘Revenues Team of the Year’ award.

As an IRRV member I would like to invite you to the IRRV East Anglian Association AGM which this year is being held in the Airside Suite at Duxford Air Museum, Duxford Airfield, Cambridge CB22 4QR Friday 11 July 2014.

You are invited to hear Paul Howarth, Head of Housing Benefit Strategy at the DWP speak on 11 August 2011 at our next IRRV East Anglian Association seminar.

Paul will discuss the Government's general objectives for welfare reform and talk about the specific Housing Benefit reforms he is responsible for. He will discuss the future changes and what they will mean for local authorities. The next IRRV East Anglian Association meeting will be held on Thursday 10th October at 10.45am for 11.00 am at Breckland District Council – Breckland House, St Nicholas Street, Thetford, Norfolk, IP24 1BT.

Our guest speakers will be Paul McDermott  who will give a presentation on a rates retention and forecasting product ‘Analyse Local’ which has been launched by the IRRV and Inform CPI Ltd. This product is designed to assist local authorities in calculation and forecasting the rates retention scheme as well as maximising potential value by identifying missing rating assessments and undervalue.

 

Paul will be joined by the infamous Gary Watson to give a NNDR upate.

The meeting is open to members and non-members at no cost and may be of particular interest to any IRRV students.   If you have any colleagues who may be interested please bring them along as well.

The meeting will start at 11.00am with tea and coffee available beforehand.

Results of the hotly fought IRRV East Anglian Association Annual Quiz!!!

9 teams entered, and with the top spot ever changing, teams entered into the spirit of things.

Suprisingly there were no dubious answers contested and a fun night was had by all! And by the skin of their teeth Broadland District Council's Team 'Top Marks' won by half a point, from South Norfolk Council's Team ' The Scrambled Eggheads'.

Can the Billing Authorites (BAs) have a list of schemes agreed, still under discussion and intend to have discussions post 1/4/17?

The rating manual on line and practice notes for 2017 will discuss where we are with valuation schemes from a national basis but the schemes only provide a consistent basis for assessment, it does not mean that the individual assessments are agreed. The valuation itself will depend upon the inputs and information available. If those inputs change then so will the valuation irrespective of there being an agreed scheme (for example: areas, age, receipts and any allowance depending upon the method of valuation).  I’ve asked for advice about whether we can share further details in writing about the schemes other than what is published in the practice notes.      

Enterprise Act- When does the info we provide becomes the BA’s?  If a BA signs up how do they receive the info? 

 Under the Enterprise Act Billing authorities will be provided with regular datasets through the BATrans site and ad hoc requests will be handled by email. Information shared via the gateway remains the property of the VOA. In terms of FOI requests received by billing authorities, the authority must make the VOA aware where information relates to a living person or whose identity can be deduced from it. Information held by the VOA for its functions that directly identifies a person or enables their identity to be deduced from it is exempt from disclosure under s44 of the FoIA as it is prohibited by s23 of the Commissioners for Revenue and Customs Act (CRCA) 2005. Additionally s63C LGFA 1988 makes information relating to a person disclosed under s63A or 63B LGFA 1988 exempt information by virtue of S44 of the FoIA. As a result, such information should be protected when in the billing authority possession.

There were also concerns about how billing authorities would identify information shared with them through the gateway.

The VOA recommend billing authorities speak to their  Information Management/ IT teams/ software provider about any processes they need to put in place.

The IRRV East Anglian Association held its Annual General Meeting on 28 June 2019.  The venue was Peter Beales Roses in Attleborough, Norfolk.

The AGM was followed by a demonstration on rose grafting and a tour of the beautiful sunny gardens.  It was a fantastic day and thank you to everyone for your support.

The first session of lectures in preparation for the December 2006 examinations are now complete and the results are out. 

The success rate is excellent and students have now started the second session to prepare them for the June 2007 examinations.  Hopefully we will be contratulating a new batch of IRRV Technicians in August 2007!

The 2015 IRRV East Anglian Association AGM was held in the beautiful setting of St John's College, Cambridge on 3 July 2015.

The AGM was followed by a tour of the college and parts of Cambridge city centre.

East Anglian Association Free Seminar 5.3.08

Our speaker will be Julie Holden who is head of Revenues and Benefits at Tandridge DC and was elected to the IRRV council in 2001.

Julie is Senior Vice President of the IRRV and chairman of the Law Research and Education Committee and Vice – Chairman of the Professional Conduct Committee. Sheis an experienced speaker with a depth of knowledge in the Revenues and Benefits field.

The number of commissioner decisions being made is escalating and it can be difficult to keep up to date with these. With this in mind Julie will be talking in depth about 5 very different and recent Housing Benefits and Council Tax Benefits commissioner decisions. and how they may affect us all when deciding on Benefit entitlement, or at future appeals This is an opportunity to hear from someone with in-depth knowledge of her subject and will enthuse those who specialise in benefits or appeals. Julie’s session promises to be lively and will give tips on how these cases may affect our decision making in the future.

The venue is the Council Chamber at South Norfolk District Council based in Long Stratton and the seminar will start at 2pm. A location map is available via the link below.
